Best places to raise children in the UK?

We currently live in the Channel Islands with our 2 year old daughter. Our housing licence to live on the island runs out soon and as it is also quite an expensive place to live/rent, we are therefore considering where to move next. Looking for a rural place (not a city) with a good primary school, a nice community feel and in a relatively safe area. Can anyone recommend anywhere please?.....

Waverley borough in Surrey has just come out as the top place in the UK to raise a girl in a study by Plan international. Two other Surrey boroughs are in the top 5 places. Expensive part of the country though!
