It's a much bigger thing I think. I can imagine a 'quick drop of trousers/lift of skirts' being impersonal and hasty, but involve your mouth in any bit of any body's genitalia has got to be more involved - to me anyway.

Oral is definately cheating!
Kissing is cheating.

I don't mind dp having a little flirt with other women but some of my friends would count that as cheating. One friend of mine says that anything you do to make another person believe they can have sex with you or you want to have sex with them is a betrayal to your partner.

Well, anything they wouldn't do in front of their partner is cheating. So if this person would give someone oral sex while their partner was next to them, watching tv, then I'll believe that they think it's not adultery.

So your friend who thinks only penetrative sex counts probably needs the word 'penetrative' explaining to him.

Of course it may not be adultery, but Hors d'oeuvres (but only with your partner)

Not necessarily. But if you are entering into a relationship with anyone you need to have an actual discussion about what you both consider fidelity and infidelity to consist of, and where the lines are going to be drawn.
SOme people think that being in a room alone with an attractive-looking Other, or buying someone a drink, constitutes cheating, others have 20-year-long relationships which involve weekly group shags at the local swingers club.
It doesn't matter what other people think, it's a joint decision between partners. But it's stupid (and will lead to distress) to assume that your partner sees things exactly the way you do without discussing the issue.

Of course it's not "the same as kissing", bitoffun. Kissing doesn't involve people doing things with each other's genitalia.

And kissing is cheating in my book, too.

Even if it didn't meet the legal test of adultery, it would certainly be "unreasonable behaviour" (assuming with a 3P obviously).
