I feel like something odd is going on…
Ive been with my partner for 18 months now, known him 20+ years.
I’ve got 3 boys from a previous relationship and he has 1 girl from a previous relationship. He split with the child’s mum 8 years ago, she cheated on him at the point of conception, and then again when the child turned 1, so it wasn’t a pleasant time and they’ve had a rocky relationship since.

Fast forward to today, she’s now married and doesn’t communicate with him whatsoever, unless she wants something.
A few weeks ago, his daughter came absolutely red raw with sunburn. He was furious and expressed he’d been contacting Mum about sun cream.
Later that evening I asked if she’d replied and he said no, and read off what he’d said to her.
It’s now transpired he didn’t even message her and I don’t understand why he’d lie!
This isn’t the first time either, it’s like she’s got something on him so he never ever confronts or approaches her about anything at all.

Anyone else find this weird??

Yes, it’s weird. If he’s lying about sending a text about something so straight forward, I wouldn’t hold out much hope for an honest relationship.

18 months in I’d be thinking about cutting my losses

Maybe he didn't want to waste the energy on causing friction with her, but felt that the 'right thing' to do for his child and maybe your expectations was to contact her. It seemed easier for him to tell a 'harmless' lie.
Ask him?
