Are anime conventions cheating

I realise this may sound ridiculous to some but would you class going to an anime convention as cheating as the women are dressed in skimpy outfits

People dress up and have fun and talk about their interests. Trust me if a dude went up to any of the women and started trying to rub on off he'd be swiftly kicked out by security... That's if he had any balls left after being kicked in them.
