iPad app help

If I were to download an app onto an iPad that is signed into an iCloud account, would the owner of that account be alerted to the app on other devices please? E.g. I download an app onto A's laptop where A is signed in and A is also signed in on another ipad and an iPhone.

I know that when I download onto phone, it appears in iPad. But not the other way round.

it depends on the settings.... they can disable settings on the ipad. the question is why?
