Desperate for attention

Anyone else stuck like this. I feel like me and DH don't spend any time together quality wise. We work opposite shifts and have young kids together. He often sits on his phone.
I'm always the one bringing it up and we both make effort for a while but then the same happens again. I'm fed up of being the one bringing it up all the time. He's told me he's content so maybe that's the problem. He's fine with how it is. The more annoying thing is he has one friend who he works with but he always moans he doesn't see at work so makes an effort to see them.

I've explained to him that I don't feel he likes me or wants to spend time with me and his response is similar to I'm being over the top and that I'm attacking him.

Not really sure what to do from here
