the MIL have 5 grandchildren, 3 live in same town and the other 2 around 20 minutes away. MIL visits other 3 Grand children on birthday and Christmas but always makes an excuse not to come and see the other 2. Am I being unreasonable for being angry at this?

I assume that you're the mother of the 2 grandchildren who live 20 mins away.
Do the other 3 grandchildren live with MIL's favourite child (I am going to assume daughter)? What was your (your h and you) relationship with MIL like before kids?
It's not fair on the kids but there's often pre-kids clues that things will pan out like this.
Am I right to assume that your h is the least favourite child ?
