Teenager and neighbor

My teen dd - 15 years - had a party tonight at my House. 18 guests, i was 15 minuts away at restaurant. In city. When i was Home at 10, i was met with dd with red eyes and only 3 girlfriends. At 9.30 my neighbor was here - only In boksers, shouting at her about loud Music, angry and shut the party down. My dd sent everybody Home, except 3 best friends. She is scared of him, embarressed - new class since august - and i am so angry. He is often drunk, always only in bokser shorts and always like a angry terrier.
How would you proceed?

Him in boxers is not an issue anymore than a woman in a bikini. oP says this is what he usually wears so it had nothing to do with teens.

Leaving 18 young teens alone in a house is madness. If you also knew you had a difficult neighbour that has made you consider moving then leaving your 15 year old to handle him and 17 friends was even more unfair. They were probably really loud and obnoxious given the size of the group.

Come on, if next door was a woman who came to the door on a chilly November night in a bikini, you wouldnt think that was odd/inappropriate in front of teens?!

Can you imagine the noise that 18 x teenagers were making? Plus music? I had 5 here on Monday and that was bad enough. You should have stayed home, even if you just stayed in your room.

If he is always in his boxers then he won’t care about that. He also probably feels validated in shutting the party down due to the noise.
