Pushed Out of Family

First time posting, but here goes. My partner’s parents went to live abroad in their retirement. As my partner is travel phobic, we stayed in touch by email/letter. As a result, his parents didn’t see our daughter for ten years. My partner’s father died in 2017, and his funeral was held abroad. There was supposed to be a memorial for him in the UK, so his two brothers and we could attend, but it never happened. My MIL gradually became too infirm to remain abroad, and moved in with one of my partner’s sisters in Surrey about a year ago. My partner is not on good terms with his sister (they haven’t seen eachother since 1998) and she has been unpleasant to us for as long as we can remember. We FaceTimed his Mum regularly until her iPad broke some months ago, and now we have no contact with her, despite several emails (intercepted by the sister). My MIL is 90 and not in good health, and my partner desperately wants to see her before the inevitable happens, and we would like her to meet her now grown-up granddaughter. The sister refuses to arrange a day/venue for us to drive over and see my MIL. My daughter tried phoning her grandparents at Christmas a few years ago, and the sister answered and put the phone down on her. One sister killed herself a few years ago, and it has not been a happy family at any time, but we are extremely distressed that we are being excluded at this time in my MIL’s life. Can anyone suggest a way round this? Many thanks.
