16 year old wants to change surname

As the title suggests, my 16 year old daughter wants to change her surname to mine.

She’s had no contact with her father for 4 years. I’ve got no means of contacting him, to ask him to sign any relevant paperwork.

We’re about to renew her passport and she’s desperate to take my surname and have it on her new passport.

She’s asked college to use her preferred surname, but shes told me she wants to legally change her surname.

Can this be done, or does she have to wait until she’s 18?

Any advice is much appreciated

It might be age 16 for changing her own name by deed poll
