So, this is going to sound a bit childish!

There is a guy that I fancy as I like the look of as I’ve never spoken to him other than to say hi!

He works in the building next to my work and I see him probably one or twice a week (although I haven’t for the past week) in the street. We say hi, he’s all smiley (great smile btw) and that’s it!

I don’t think there is much I can do in order to meet him properly!?

You need to engineer a chat. If it's snowy where you are, that's a good starting point. Or if he goes into a coffee shop, "coincidentally" be behind him in the queue. Or say something like, "I'm sure I know you. It's been driving me mad. Did you go to [name of your school/university/gym]?"

If you already say "hi" you are well on your way. Next time say "hi, how are you?" and then the conversation is going.

Make sure you're not rushing past. Is it always in the same place that you see him? Can you stop him to ask him something about the area..."Where is nearest cafe? I'm desperate as I haven't had my coffee yet" Instigate some chat that brings things beyond just 'hi!'.
