What does "New message request" in your FB messenger mean?

So DH has a New Message Request in his messenger. He is not FB friends with this person. Can anyone shed any light on this please? Does this mean someone wants to send him a message

Yes it does. He can read the message with accepting the request tho.

It just means that someone who is not in your fb friends list has sent you a message, and you can "accept" and view the message, or "decline" and not view

Yes it’s not a request as such, it’s a message, but he can choose whether or not to view it by clicking accept to view or decline not to.
