If you really want to know what "no names, no pack drill" means ...

"Pack drill" was a military punishment - several hours drill in full kit. Names of offenders would be taken, and the soldiers put on a charge before the company commander. If there were no names - either no offence had been commited or if everyone kept quiet about who the offender was - there would be no pack drill. So no names, no blame.

Doesn't really have much bearing on this post though.

I'd still like to know who is asking the question and why though! I'm pretty sure that Shiny is right when she says that
you have to state a verifiable "idenity" of some kind and a specific purpose when compiling data like this.
