Ex partner doesn't take child's asthma serious

Hi new to this I will describe best I can .
My ex won't listen to my 10 year old she goes to his at weekends and when she asks for her inhaler it doesn't give it her cause he thinks she doesn't need it he only gives it to child when she struggling to breath not when she knows she starting to lose breath abit . Child had one serious asthma attack in hospital for a couple of days very scary . I told him he has to let her carry it with her everywhere they go or he carry it but he leaves it at home he doesn't listen to me when i tell him . Him and gf tell child she has to exercise and get fit to get rid of asthma she a healthy normal weight child . They are always knocking her his gf said her chest ain't normal and spine cause it sticks out but doctors said it's normal . What am trying to ask Is what can I do to make him see sense that asthma is a serious condition and she has to take when she knows she needs it tia

Is the contact court ordered?
Start by Documenting all the instances where dd was denied medicine and what the outcome was. The attack that hospitalised her - was that as a result of him?
