I have never heard of the parent who is passing on the nationality being able to be cut out of the process. Surely it is the father's choice?

As far as I know, once the divorce is finalised you can sort it out if you have a divorce certificate and the child's birth certificate.

I could be wrong though.

Which nationality do they already hold? If they are applying for German then she would have to ask at the embassy about the process, assuming she is in the U.K.
