They want to be a couple with you/get to know your kids well but not have the intimacy with you?

Then, if he is still too hurt by past relationship, to enter properly into another one, and that is what you are looking for - then, he shouldn't should he.

OP, I would suggest leaving the relationship stuff for quite a while in your position.
