Offers Over/Offers in Excess Of - offers?

Just wondering if a property is marketed at Offers over, where would you out in a first offer? Dead on the amount? Just under? Just over? I'm thinking in terms of a 120grand property with a few for sale at the same price on the same estate.
Any advice?

I think it depends entirely on the local market. The Scottish system works entirely like this, but the amount over varies wildly depending on the area.

Yes that's true - could ask estate agent. The fact that there are four on all same price all offers over is making me quite confused!! Thanks for your reply.

Well it used to be 25-35% above was the MINIMUM expected but now who knows?

Best to go by what it surveyed at.
