If you've had new windows fitted recently ?

Did they mess up the rooms decor ? Am worried if we replace the windows after we've done the rooms we'll ending up wasting our money as the fitters will damage the wallpaper.

It really depends on how your old windows were fitted. We had ours done recently. Most were fine, with no marks at all. However a few of the old windows were very difficult to remove and some plaster came away. The fitters redid the plaster.

I think it is better to redecorate after the windows are fitted, rather than before, if possible.

Yes and they made a bloody mess, not of the walls but in terms of dust and general gunk.

I'd do your decorating after changing the windows.
