Where to start with DD's bedroom ?

The paper on the ceiling is peeling off, the velux window has mold all around it (should add this is to be DD's room she isn't in it at the moment) and it has a funny smell about it.

Now I'm told that is just what these houses are like, all the neighbours have dehumidifiers and the windows open most of the time and the gardens are water logged throughout autum/winter - really selling it aren't I ?

So if I replace the window which is ugly anyway, would it be better to plaster the ceiling or repaper it - am wondering if the damp will pull the plaster off ?

Oh and if anyone has a long term solution to this I'd be very grateful, we do not have thousands to spend but I'll save up if need be.

If you don?t have money for antidamp course (which I don?t have either), I would rip off everything, make sure the room is dry (you might need dehumidifier). Then I would use sugar soap to clean walls and ceilings, bleach to kill the mould, antimould liquid to treat (you can find in B&Q) and decorate as you wish.
