Insulating under kitchen cabinets?

Has anyone done this? It was suggested to us by MIL to use loft insulation. We have a new build house but find that the pipe work holes under the cupboards mean that the floor is very draughty and the lino is freezing.

Are there any health & safety reasons not to do this?

This may sound daft but I would ring a plumber and ask them. Can't see why it would be a problem but make sure you use fibreglass free stuff and keep it away from electrical areas/ hot areas, ask a plumber 1st tho...
