Will we all be able to build double story extensions at the rear of our properties??

Speak to your local planning officer to get an idea before you actually apply.

cant really say any more there are lots of factors that will determine planning permmission.

I doubt very much you'll be able to build double storey extensions! 4m is not that high.
From an article in the Times last year:

Under the new rules, semidetached houses may be extended sideways by 50 per cent, or to the rear by 4m, without planning permission. Extended rear loft conversions may be of any size as long as they start a minimum of 1m from the edge. You can even stick a huge wind turbine on your roof without seeking permission, no matter what the neighbours say

It's 3m back not 3m high

Does anyone know what the situation is with a side extention. Can you also extend 3m to the side? We're hoping to extend to the side but the extension will not comeout any further at the back.
