Insulating felt roof - worth it?

Our kitchen and bathroom have a felt roof which needs replacing. It is always FREEZING in both rooms in the winter, even with the heating on. We've had cavity wall insulation, but it doesn't seem any warmer.

Just wondered if anyone used to have a standard felt roof and changed to insulated and if you felt it was worth the extra cost.

We haven't got much money, so it would really need to be worth it in terms of being warmer/ cutting heating bills.

Insulating boards designed for the purpose under the new felt might help, but you will only get a big improvement in warmth by forming a decent sized insulated cavity. You will probably not get any great saving in bills from this, but you say it needs doing anyway.
