Lead flashing and window surrounds.

Two quick questions for the wise and experienced.

When getting new windows installed, can you ask for lead flashing or the modern equivalent to be installed between the frame and the brickwork? I need to future proof against the problem I currently have from happening again.

What I thought was original Victorian masonry surrounding my windows and doors, is intact......painted plastic. Who do I go to to get it replaced. Window companies say it's a builder or someone who deals with render etc. rendering peep says it's a mason, mason says yes, that'll be a squillion pounds, try a brickie, brickie says not his area of expertise. Any ideas?
