Does this look odd?

DS in house share with 2 friends whilst studying. The neighbouring house sold recently and a few bonkers jobs have been done to it. I am basically DIY illiterate, so I haven't a clue (hence why I am asking here!)

From what I have been told, several official looking people have been in there with clipboards looking stern. Two men own it and seem utterly clueless. A boiler was recently fitted which resulted in a collapsed wall (not on DS's side) so god knows what's going on.
Today this boiler flue (?) appears on the kitchen roof above where the boiler is fitted. It is not being fitted by a plumber or expert as the lads have been chatting to the guy on the roof and he was described as half asleep, possibly stoned.

Does it look correctly fitted to you?
DS and friends are due to move out fairly soon, so not especially concerned, but I am definitely curious!

They should all get carbon monoxide detectors to put at head height next to the bed. Just in case. Will be useful for holidays etc., in future.

You need to contact a Gas Safe registered engineer who has the correct Gas Safety Installation and Use Regulations to assess and replace where necessary.

DS' landlord is a registered gas fitter/plumber, they could mail him this picture.

So does this look incorrectly fitted, is the image clear enough to prove it?

The Health and Saftey Executive could be interested too, if non qualified people are installing anything to do it gas.

Half asleep possibly stoned guy admits to not being a plumber and installs a boiler?
Just report them. If it's all good, no harm done. If it's dangerous- done the right thing. You don't have to know, that's the inspector's job.

Report to local council
building control department

Building regs cover these flues

It would be the HSE who deal with that, however the guy on the roof would possibly be a roofer not a heating engineer,.

I can't see anything wrong with it as a work in progress, the flue needs to be supported correctly in the loft at every joint and additionally according to the manufacturers instructions, and it should be plumb although again check the instructions for the tolerance.

In my mind roof flues always look ugly, as they have to poke up far enough and keep the rain out of the intake, this one is no exception.

the stoned chap never returned, seems to have left hammer and tools up there. He was not the one who fitted the boiler as far as I know. DS says the thing is lopsided as can see from further down the row.
will see what happens. Might advise him to pop the image over to the council. Can’t hurt!
