Holes in external walls from old pipes

There are two holes in the external kitchen walls where a pipe and maybe a vent have been removed. I worry that these will be welcoming to vermin so want to block them up asap.

Can this be done just be filling up with cement or do we need to do anything else? Is it best to get someone in to do it or should I just do it myself (my DIY skills usually stop at sealant and painting).

I was told steel wool plus expanding foam into the hole then cement the outside poly fills inside.

The hole on the left looks big, like an old boiler pipe or extractor pipe came through it. You can buy vents to fix over those holes. https://www.screwfix.com/p/manrose-fixed-louvre-vent-white-100mm-x-100mm/14434

@SeaAndStars it is big! I was quite surprised to see it. The people we have bought from did their kitchen about 7 years ago and I imagine it from changes then. Bizarre not to have covered it.

@SeaAndStars they had a cat so maybe that's why? The cat has of course now left so I need to get them filled asap!

Looking at those holes I’d still steel wool and expanding foam them. Then I’d put a vent cover on the large one. Get white exterior silicon sealant for the smaller one and it’ll blend in.

@Tiredofwhataboutery I'm going to do the steel wool and expanding foam for sure - having experienced a rat issue once, I am.not going through that again!
