Silt issue toilet

Does anyone know if I can fix this myself?

the toilet smells terrible and Thames water and home insurance won’t do it

say it’s a silt build up

can I fix it or how much is plumber?

Have you tried the old fashioned way with a plunger?

Do you know where the build up is likely to be? You can get a set of rods pretty cheap off the internet. Find the manhole cover to your drain outside and go at it that way (be prepared 🤢)
