As the title above really , just wondering if this is mould ? The wall on the the other side to this is an external outside wall if it helps…

It’s not mould, it’s rising damp.

Yes I agree looks like rising damp that someone has made a poor effort at covering. Level 3 survey required followed by using the results to negotiate the agreed price. The way that's been covered would alert me to look for other unresolved issues. Is it an ex rental?

@DrySherry it is an ex-rental yes !
I've already had a level2 surveyor round and he didn’t highlight this to me . In the report it said some areas in the corner has mold due to condensation but Im not convinced . I think I’ll aim for a specialist independent damp surveyor now.
