Front Garden Turned Storage Area for Building Debris

My neighbour (one of the houses in my row of terraced) has been renovating their back garden and left a pile of waste in their front garden. It’s been sitting there untouched for months. They recently shifted it to the side, but it still covers a large portion of the front, clearly visible to everyone — including me. I’ve reported it to the council, but haven’t received any response. I’m hesitant to bring it up with them directly because I’m concerned about how they might react as I haven't introduced my self yet. What would be the best way to handle this?

Chase the council and be prepared for a long haul. Engage with your ward councillors to push this for you.
