Potters Bar Hertfordshire HMO advice required

I am posting on behalf of a neighbour and our street in Potters Bar.
Potters bar Council allowed 160 HMOs House of Multiple Occupancies in Potters bar.
They are rubber stamping applications for investors buying houses in Potters bar. I moved to Potters Bar 4 months ago to a semi detached bungalow. I was aware the attached bungalow had permission to extend the bungalow to a chalet bungalow with a 3 metre extension (this was all allowed). However the investor is now changing this bungalow into a 5 bedroom 4 bathroom - communal kitchen and living accommodation HMO for 5 residents for his business. Elderly neighbours and families with young children are worried as to who will be housed in these HMOs.
Neighbours have no right to object these changes. A house a street away has been recently changed into a HMO without the knowledge of the neighbours. They are now living with anti-social behaviour by these occupants. Hertsmere council said there is nothing they can do. However we must protest to stop this happening otherwise it will transform our community for all the wrong reason. We continue to protest to the council with regards to Strafford Gate. Has anyone in your area had success stopping HMO's in particular for Potters Bar? Thanks you neighbours in advance.

I’m confused. 5 people living in one home is not abnormal. I’m also not sure how an HMO automatically links to antisocial behaviour. Are there details you are leaving out?

OP, maybe read the recent HMO thread...it shows that many HMOs are good neighbours.

Most of the HMOs in Potters Bar are to house the Vet Students from the RVC at North Mymms. They are often gone for extended periods on placement and when they are there work long hours in the various hospitals on site.
