Oil fumes from internal boiler

I rent a cottage with an old internal oil boiler in the kitchen. It has been checked by her plumber and mine and no carbon monoxide but there is a strong smell of oil fumes which comes from cupboard which seem uk be giving me a headache and nausea. I keep window open now while running.
I had it checked. and plumber said it is technically safe but he wouldn't allow his daughter to live here. My landlord is resisting getting new one. Any ideas on how to get info and evidence about health issues to present to him. If no joy anyone I can go to as don't want to move...

Our heating engineer says the oil composition has changed and more ?vegetable added to it. I asked him because the fumes gave me a headache. Our boiler is only two years old and well serviced.
