Bank Statements for Housing application

Hello!

Any idea why applying for Council Housing requires to provide three last bank statements?

What do they need them for? Do they need to see all the transactions in the statements or only the incoming ones?

They also ask payslips on top which makes me wonder why they also need the bank statements, is it for the spending?
