Ongoing leak in rental property- WWYD?

Just looking for some advice here. What is reasonable? Asking on behalf of family member who inherited the property following death of original landlord last year.

It’s a 2 bed second floor in a block of 3 floors. The property is managed by a large national management company. There has been an ongoing leak from the roof since Spring, initially in the lounge area which was fixed and the landlord redecorated and recarpeted. There is now a leak from the ceiling in one of the bedrooms. The leak has been raised as an urgent repair request multiple times, scaffold has been up nearly a month but nothing has been repaired by the management company. The bedroom isn’t really usable but it’s just 1 person living there and the second bedroom is an equal size.

Rent is 1200pcm (not expensive for the area), a one bed would be 800-900. Other than continuing to go batshit at the inept management company, what would the fairest action be right now?

Firstly, reduce the rent to 800-£900 to reflect the fact it is effectively a one bed at the moment?
