Is there an app to rearrange furniture?

Yes, there are apps - have a look for interior design apps. My DIL is an architect and uses an app all the time to play around with their new home. I'll find out the name of it for you.

I have made little cut outs before, but even though it's fun it's not that accurate and very time consuming Smile

The main ones are Vectorworks and AutoCAD. You draw your room and furniture dimensions and then drag and dropp around, in 2 or 3d.
They are stupidly expensive though, several 1000s per year subscription. You can get educational licences if you enroll on an (interior) architects course, though! Alternatively, several sales websites have 'see this sofa in your room', but they only allow you to see their furniture and it's not really responsive/to scale in my experience, so won't give you idea whether it physically fits.
Cheapest but still very accurate way is probably to draw a floor plan to scale with a scale ruler and make furniture cut outs to scale and play around with them on paper.

There are of course many 3D apps on Google store. Waiting to hear if any of these work well enough.

I have trying 'Floor Plan Creator' it looks nice, but is a bit frustrating to use, maybe I'll get used to it?

I like RoomSketcher, there is a desktop and tablet app and the free version is fine.
