Sash or casement windows best for windy location?

The current timber windows in my tiny 1900 terrace are rotted. I want timber replacements and am prepared to pay for sash but I am just not sure whether these are best option as my home gets ferocious wind and rain (it's literally wuthering heights here in Haworth!). I would ideally want something that looked as much like the original sash as possible but I also don't want to be putting the buckets out any more! Anyone with experience of bad weather on different types of windows? Should I go for casement/flush casement/stormproof (lipped) casement? All advice welcomed. THanks

Possibly both would work, but casement likely to be cheaper.
