HIP environmental reports -anyone know what they check?

I've been told by a neighbour that to get a good report I have to replace all my light bulbs with energy saving ones. Surely that can't be right???

It would count in your favour but would probably be more worthwhile to put down roof insulation (or more roof insulation if you already have it), draught-proof doors etc. IMO, doesn't make that much difference to whether people will buy your house or not, especially if it is an old one with plenty of character, they will expect it to be a bit chilly.

Had one done last week, she checked and photographed the boiler, looked at the insulation in the attic and said it should be almost a foot deep (so deep your attic would be un-usable). She asked how many energy saving lightbulbs we had, thermostats on the radiators. She photographed the front and back of the house and she measured every room.

I haven't seen the report yet but the house is only 5 years old so hopefully it isn't that bad
