Are there any window restrictors safe from intruders?

I live in a very very hot ground floor flat that is near a main street (small fenced area in front of the windows, but someone could get over it easily). I never leave my windows open at night.

I'd like to - either for ventilation, or to put the hose of my portable air con unit out. But I'd be worried about intruders getting in.

The most secure rated ones still seem to just be cables, and could be easily chopped with bolt cutters (and sadly as I also live in a cycle theft hotspot, there are people wandering around with bolt cutters and angle grinders quite regularly!!). I'd hope I might hear an angle grinder, but a bolt cutter would be so quick, and then they could just push the window open and get in.

Am I doomed to overheated nights forever? (or until I might be allowed to actually install real air con permanently) Are there any other methods of securing windows that I've not thought of? It needs to open about 15cm for the hose, though I might be able to somehow adapt that to a narrower funnel if needed.
