Recommendations for primer/paint for concrete front door steps

I’ve tried a couple of different primers and paints but they just never last long on my steps. I think they’re made of concrete but it’s kind of sandy when the paint comes off. Any recommendations for products to use that will last?

Never found any floorpaints that last any time in our workshop so we stopped using them. At home we had the same and just put decking steps over them.

Thanks probably not worth keeping wasting money trying different paints then. I don’t think I could do decking on mine
