Has anyone successfully challenged a contravention notice? (England)

I want to challenge the local council Building Control dept to remove a contravention notice that they issued on my property recently for work completed (by previous owners) over 30 years ago.
(Discovered during the completion visit for work that I did 'the right way'.....)

They have admitted they cannot enforce it due to the time elapsed, but are refusing to remove it from the register.

Having done some research I don't believe it was issued or used in the correct manner and am trying to work out what to do next.

There is not an ombudsman I can go to for this (well, there's a local government one, but their Building Control page is farcical in it's blatant slopey-shoulderedness)...

I've had 2 sets of buyers withdraw because of the presence of this notice.

Does anyone have any advice (or recommendations of good solicitors)?

Could you not offer indemnity insurance to your buyers? That what we had our sellers do when building control hadn't signed off. It will protect them from future liability at least.

Thanks @mindutopia but indemnities only work if the council are unaware, as far as I understand it.
