I live in an upper flat with a bedroom going over a small alley/lane type area. 3 of the flats in my block all keep their bins there and we are all respectful and keep our area tidy. However our block is on a corner and 2 other blocks of flats round the corner on another street also keep their bins there. These residents aren't so respectful.

There's currently 8 bins which should be used for cardboard full or all sorts. None of which will be emptied. The council have came out twice before and emptied them when i asked but they were soon full of the wrong rubbish. It stinks and when they are full, rubbish is then just left next to them.

I've had enough and am now determined to sort it out but my 1st port of call is finding out who owns it. The last time the council emptied them they told me they wouldn't do it again as its private proper so it's owned by someone.

Can anyone advise me where I should be looking? I have no clue about this type of thing and I've searched various places which have various prices for information they would provide for me. I'd rather just pay for the right thing 1st time. I live in Scotland, not sure if that makes a difference?
