Building control for removal of a stud wall

I'm going to have the wall between my kitchen and dining room removed, leaving a small bit ( approx two feet) either side of the opening. It's a stud wall, but has a similar wall above separating two bedrooms. That's staying.

My builder thinks I don't need building control sign off. The local council website is too vague. I've emailed the council but have had no response.

Anyone know if I need a certificate for this?

Only if it's load supporting, but if it's built like a generic stud wall then it won't be.
