Can someone help with freehold/leasehold properties?

I own a freehold coach house which I currently rent out. There are 3 garages below. One belongs to me and the other 2 belong to neighbours. The neighbours own them under leasehold. One of the neighbours has decided to drill into the brickwork above their garage and install security cameras and lights. They don't need the lights as they don't park infront of the garage and they look ugly on the building. It just causes a disturbance to the tenant in the bedroom.

Would they have needed to ask my permission to drill into the bricks since I own the building and they just have right to use the garage? Or are they fine to make adjustments like this? The tenant isn't happy with the lighting but I want to know where I stand before I start asking for lights to be dimmed etc.

Your leasehold agreement with them should clearly explain their rights and obligations. If it isn’t clear then any ambiguity will be in favour of the leaseholder (the weaker party) generally. I suggest a thorough scrutiny of the appropriate documents and a call to your solicitor if it isn’t clear.
I wouldn’t say anything until then.
