Revamping utility room on a budget

Our utility room has a lino/vinyl flooring and MDF Laminate veneer units. Firstly, should I take the current vinyl/lino up or can tiles or new lino (undecided) be laid only top?
Also, is it possible to paint laminate MDF cupboard doors?
Any other tips appreciated. It's very blah at the moment and needs a revamp! Thanks

You could do vinyl on top of the vinyl but I would take it up. Tiles you couldn’t do as need a firm sub base I think.

Yes you can paint the cupboards.
Step 1 - clean throughly with sugar soap or another degreaser.
Step 2 - lightly sand, clean and dry.
Step 3 - coat with 2 coats of Zinsser 123 primer allowing each coat to dry properly and lightly sand.
Step 4 - couple of coats of which ever paint you choose. I used a Johnstone’s oil based eggshell I think it was mixed to my choice of colour. If I were to do it again I would probably try Benjamin Moore advance.
