My plumbing is acting strange!

Recently I have noticed that when taps are running in the house (kitchen sink or bath/basin taps in bathroom) the toilet starts to leak water from under the rim, like it's starting to flush itself, but not as much as a real flush?? Hope this makes sense! Any diy experts/plumbers on here have any ideas? Don't have funds to call a plumber due to still trying to get back on my feet after being on UC for best part of lockdown 1.

open the lid of the cistern and take photos of the interior.

look at the water level, and the line at the back of the cistern marked "level"

flush it.

how high does it now refill?

and after ten minutes?

have you got a cold water tank in the loft? What colour is your hot water cylinder?
