Leak in new build - what should be fixed

The toilet tank in our bathroom has leaked through our hallway ceiling causing water damage and mould on the ceiling and down the wall. The house builder have fixed the plumbing and they said that they will send someone out to use an antifungicide treatment and paint the ceiling.

Shouldn't they be replacing the plaster board and looking at what damage lies underneath? I've come home today and there are small flies near the water damage now. The plumber said this leak has been going on for a while but it has only just come through the ceiling this week.
