Knocked down fence? Council property?

Hi not sure if this is the right place to post

I’ve had a fence at the end of my garden/ the left of theirs that did fall down a few years ago. We put it back up and it’s been safe. Last summer we added some more pins and it’s been completely fine.

Around two weeks ago my neighbours (at the end) began work in their garden. Since doing that my fence has slowly fallen inwards. They have not told me of any work, if they are to replace, if they have intention to replace or want half etc it’s just come forward.

This morning the post has also gone. This time could be down to the wind we had last night but two weeks of pure sunshine doesn’t bring it down.

The fence was safe, and now the post has gone into the back of my shed pushing it forward.

My fence is an awkward L shape not generic so fence panels are more expensive. I’ve also just had a baby, on maternity leave money and my partner was made redundant so we really have no money to replace but have a small dog and they have a big dog so now mine is terrified to go in the garden.

It’s a council property.

I’m unsure what I can do? Every time I go out they go inside. I’m also so angry and my hormones all over the place I don’t want to go crazy but it’s my fence and I can’t afford it right now.

What would you do?

Also don’t know where the boundaries lie and council won’t respond during covid. I have a feeling they’ve edged into my garden but it was done so long ago I can’t be sure. All the houses next to us have the same length garden until mine
