What to offer. Birmingham/Solihull area

Hi all,

FTB here. We have found a property that we're looking at making an offer on. Would it be offensive to offer 10% less? I expect negotiations to take place but would you say that would be a good place to start.
The house is in need of a refurb as it's a bit dated.
I know in these unprecedented times it's tricky to say. The link to the house is below.

Its perfectly liveable and Solihull is popular. Think I'd start at £250K.

I live in Solihull, I'd say 250k is cheap for property here.

Sil lives a couple of streets away and has been broken into a number of times. The local senior school is awful if that matters to you.

Only 5 mins to the town centre
Central to lots of nice parks

I wouldn't live there...

Isn't Solihull in Warwickshire not Birmingham?

Solihull is a big place, but local to us you need about £350k for a 3 bed semi.

Solihull isn't in Birmingham and if you can spend that on a house why on earth would you move to a crime ridden area
