Wooden windows - remove all varnish before painting

I have wooden windows that I want to paint. Following a previous thread here I want to use linseed paint. Some of the varnish currently there is peeling and flaking, so obviously that needs to come off. In other places it's just beginning to go but the vast majority of it is absolutely fine. Do I really need to get it all off, or can the sections that are fine (most of it) be sanded and painted over?
