New vinyl flooring laid over old?

We are about to rip out old 1980’s kitchen units and the mustard vinyl flooring. I’ve just lifted a corner and found that the vinyl is so well stuck down that it is pulling up the levelling screed, the bitumen damp course and the original concrete floor. The old vinyl is in good nick and perfectly flat.

Could I contemplate laying new vinyl over the old? I had thought about tile effect laminate over old vinyl but my old dog absolutely HATES walking on laminate.
I have a modest budget and will be using DIY Kitchens Online (Palazzo in Matt White)

Any thoughts?
