2 Dehumidifiers on constantly

Is this normal- I have two dehumidifiers in the house both 10 litre VAX ones plus a tiny one in eldest's bedroom as a large one won't fit in. The 10 litre ones are on constantly except when we go to bed and need emptied approx every 24hrs.
The walls get black spots up them which I regularly wash off with a mould spray
Also the carpeted floor feels cold and damp to my feet and anything left lying on it gets a cold damp feel to it.
From google it appears that most uk homes are damp or at least have high humidity so is my situation just to be expected? My little monitor said 70 this morning and since turning the dehumidifier on its gone down to 66. At the end of the day its usually down to about 60, sometimes I get it to 55.
The house is a victorian 2bed semi.

Thank you for your concern @fairydustandpixies It doesn't feel right to me but I'm very nervous [terrified] of ending up homeless somehow.
I suppose I know really that wouldn't happen but even the idea of a lot, or even a little stress and friction is holding me back.

I have been reading the Shelter website and don't think I have any kind of case.
Landlord only needs to respond to; Repairs that need doing, impact on health and damage to belongings and furniture.
On the plus side a landlord cannot issue a section 21 eviction notice if I complain
On the negative side a landlord does not need to provide alternative accommodation during any repair.

Damp can have a massive Impact on your health and cause serious health issues.

Having dehumidifiers constantly running in a house is not normal.

Update just on the off chance anyone is reading.
I contacted the letting agent and to cut a long story short the work is going to be done to rectify the issues! Chemical damp course to walls, removal of dry lining, put in a membrane up inside walls and two more vents to outside.
It'll be chaos but hopefully totally worth it.
