Has anyone found exterior shutters that actually shut?

We need some shutters to cover the outside of a ground floor bathroom window. The only ones I can find are decorative rather than practical, and I need to close them over the window.

A friend had the same problem. He did find some in the end but it turned out it was much cheaper to have a joiner make them.
